At a hearing on March 17, 2009 Energy Secretary Dr. Steven Chu laid out the fundamentals of what cap and trade will really do:

Energy prices will increase

Costs will be passed on to consumers

U.S. will be at a disadvantage to other nations

Government will need to impose duties on imported goods
